Greetings for
the Academic Year 2010-11!
The University
Women Development Cell (UWDC) sincerely appreciates the efforts
taken by Women’s Development Cells of affiliated
colleges/institutions (CWDC) towards addressing the issues
related to sexual harassment at work place. In the first term,
UWDC
members participated in NSS Leadership Camps in which a session
on ‘Gender Sensitization’ was conducted by them. Similarly,
zonal
workshops were organized and are being organized in
collaboration with various colleges.
Further, your
attention is hereby drawn to the following for appropriate
implementation of the Vice-Chancellor’s Directives for creating
rules of discipline and conduct prohibiting sexual harassment
(vide Circular No.WDC/VCD/240 of 2008) as well as the circular
issued by the Registrar (vide circular no.
Ë.Ga.maÀmaivakÀ183À2010 idnaaMk 14À4À2010).

Many colleges
have formed college units of the Cell and have been
reporting their annual activities to the UWDC. However,there
are colleges/institutions, particularly professional
colleges that are yet required to take a serious note of
this mandatory provision. You have been advised to consider
the matter as most urgent and take steps to form such a cell
on the lines of revised directions, in case it does not
exist in your college/institution.

The term of
the office of the CWDC is for three years, except for
the student member. It is observed from college annual
reports that few colleges have been reconstituting the CWDC
annually. Also, that the mandatory requirement to nominate
one woman representative from an NGO (as defined in
the guidelines) on the CWDC is not adequately fulfilled. A
list is enclosed herewith for colleges to identify NGO
representatives who wish to work at CWDC. You are advised to
follow the provisions regarding composition of CWDC
scrupulously.

The UWDC has
prepared a manual on ‘Gender Sensitization’ which provides
basic guidelines for gender sensitization workshops to be
conducted at college level. The UWDC now looks forward to
organize gender awareness campaign on a much wider scale
within the university ambit. Colleges can avail a copy of
the manual from UWDC office. Colleges are advised to equip
their teachers to organize a one/half-day ‘Gender
Sensitization’ workshop for N.S.S. volunteers and general
students on the lines of manual guidelines.

Every year,
UWDC organizes Zonal Training Workshops in collaboration
with colleges to acquaint the conveners and members of CWDC
with the issues related to gender justice and enhance their
gender sensitivity. However, very few teachers participate
in these workshops. This year UWDC proposes to organize
zonal workshops in collaboration with colleges to acquaint
the members of CWDC with manual content. We request you
to motivate your teachers to participate in the
workshops.

Colleges
are also requested to send annual report of activities of
the Cell in the pro forma enclosed herewith.
Colleges may
seek assistance from University Women Development Cell (Parent
body) in the abovementioned matters. As a head of the
institution and CWDC, I request you to step forward to engineer
more rigorous efforts for effective compliance of the
Vice-Chancellor’s directives.
